An Emulator isn't in fact a console video game in software form so you can play it on your PC?
An Emulator is actually a software version of a console which you can then download from the internet onto your PC. In order to play games on an Emulator, you need to have a ROM. A Rom is a software made to mimic a video game. If you have a ROM of a game that was meant for a specific console, and the Emulator that 'emulates' the specific console, you can play the ROM on the Emulator!
That said, I put my balls to the wall and downloaded a Sega Genesis emulator and downloaded Ecco: Tides of Time II for Sega and have been playing it for about an hour every night since then. (No I haven't. more like an hour for two nights. I've had it about three days...
