Kishimoto made it SO obvious, witch is why im surprised in the first place. I still don't believe it Obito, there HAS to be somewon else pulling the strings here. I have this odd theory that Tobi is actually Rin, or that Tobi is Obito being controlled by Rin. Or maybe Rin is inside him. Idk, that's my weird theory.
