usually when mangas are created, there is a team: someone to write (you can be the writer 3nodding ), someone to draw the people, someone to draw the background, someone to draw the screen tones, etc., etc.~~

Nyah~ just start out with a script, and get some more artsy fartsy friends in on it to see if they can draw it and stuff 3nodding

At the anime convention I went to a manga-creating workshop and that's how this couple made their manga: one of them started out with the script, the other one drew the characters and layed out the panels, and then the one who did the script used the computer to add in screen tones (that shading dot stuff you see in manga) and the text...they used programs like Adobe Photoshop and Illustrator to do the edits.
